13.04.010 Required.
No telegraph, telephone, electric light and power poles, wires,
tubes, cables and other wires and lines and no constructing of sewers, sewer
connections, drains, water lines, gas lines and other utilities equipment shall
hereafter be placed on, under, or above the surface of any street, alley or
public place embraced within the boundaries of the city, and no opening, cut or
excavation in or under any of said surfaces shall be made until a permit
granting the right to do such work shall first have been obtained. (CCO 1956-10

13.04.020 Issuance.
A permit shall be issued only by the Mayor (or his designee) or
the city clerk or upon application for same properly made on forms to be
provided by the clerk. (CCO 1956-10 § 2)
13.04.030 Fee.
At the time an application for a permit is filed, there shall be
paid to the city a permit fee of ten dollars ($10.00.) (CCO 1956-10 § 3)
13.04.040 Display.
The permit shall be displayed at all times on or near the
property described in same. (CCO 1956-10 § 4)
13.04.050 Enforcement.
It shall be the duty of the mayor and city police department to
assist in the enforcement of this chapter and to arrest and prosecute any
person or persons violating any of the provisions of this chapter. (Amended

13.04.060 Violation--Penalty.
Any person or corporation who shall violate any provision of this
chapter shall be deemed guilty of a misdemeanor and upon conviction thereof
shall be fined not less than ten dollars ($10.00) nor more than one hundred
dollars ($100.00) for each offense, and each day said violation continues shall
constitute a separate offense. (CCO 1956-10 § 6)
